The 'us' and 'our' in this verse refer to God speaking to the Divine Council — the heavenly host. Humans were created as God's imagers (tselem) on earth, paralleling the divine beings who image God in the heavenly realm. Our purpose is to represent God's authority and rule as His vice-regents on earth.
